The Chief Executive Performance Management and Development Framework aims to ensure that the Chief Executive Service (CES) is well positioned to deliver quality services and outcomes to sustain a culture of accountability for performance and continuous improvement.
Reflecting contemporary research and practice, the Framework encourages Chief executives to focus on performance across four broad elements:

The Chief Executive Annual Performance Agreement occurs on a financial year basis to align with strategic planning and budget processes and to allow flow-on to agency Senior Executive Service (SES) performance agreements.
Development of the Performance Agreement involves completion of the relevant sections of the Chief Executive Performance Agreement Template. It bears emphasis that Performance Agreements are dynamic documents and consequently targets and objectives may be updated throughout the course of the financial year.
The performance review process is aligned to the anniversary date of a chief executive’s employment contract. Each year, chief executives complete the Chief Executive Summary Performance Review Template.
The review of chief executive performance is conducted by the Performance Leadership Group (PLG), comprising the Director-General, Premier and Cabinet (Chair), the Under-Treasurer and the Chief Executive, PSC. The PLG convenes four times a year to review the performance of Chief executives whose contracts fall due in the coming quarter. These reviews are also informed by the Ministerial Charter of Goals Review Meetings conducted by the Premier with the Portfolio Minister and relevant Director-General. The Performance Review process informs decisions made by the Premier in relation to a Chief executive’s pay progression, contract extension and renewal.
