Capability Leadership Framework

Giving our people the skills and confidence to lead, manage and deliver services for Queenslanders

The Queensland Government has adopted the Capability and Leadership Framework (CLF) as a tool to assist agencies to develop the capability and leadership of people at all levels throughout their organisations.

The CLF describes the behaviour expected of public service staff at every level from base grade to the Chief Executive Officer. This will enable all staff to identify the key capabilities required of them at their current role, and help them identify areas of growth for future roles. Team leaders can use the CLF to help them identify and develop the capabilities of their team members.

The CLF provides a common language to support consistent whole-of-government capability and leadership development, and is designed to help ensure that the QPS has the capability and leadership skills to meet future challenges.
