Establishment Management Program (EMP)

The Queensland Government is committed to ensuring that the public sector workforce is fiscally sustainable, and that better services and outcomes are achieved with and for the people and communities of Queensland.

An Establishment Management Program (EMP) is in place to ensure that public sector recruitment and employment supports better services to customers and stakeholders.
The EMP incorporates vacancy review processes to ensure recruitment continues only where the position is critical to the government’s priorities for better services for customers and stakeholders.  Critical service delivery roles continue to be filled as necessary to ensure ongoing service to the community.

In 2012-13 the EMP assisted agencies to achieve their estimated FTE staffing levels as identified in their Service Delivery Statements (SDS). Continued adherence to an EMP will ensure that agency workforces are managed and maintained within each agency’s agreed budget allocation.

The EMP applies broadly across the Queensland public service, including departments, public service offices and agencies.
